Readiness is a chain of dependencies
A single percentage cannot explain every turnaround. Baggage loading, boarding, servicing, engineering release and equipment availability contribute different constraints.
Keep milestone status alongside ownership and the next dependency. That lets a duty manager distinguish progress from a blocker that threatens the operating plan.
Put resource status beside flight status
A tug shown as available in one system may already be committed elsewhere. Equipment state is most useful when it is seen with assignment, location and demand.
Give the ground team a common place to inspect the flight, stand and relevant resources before making the next coordination call.
Make the handoff explicit
Once a blocker is identified, record who owns the response and what information is needed to resolve it. A support workflow can preserve that context across shifts and teams.
Review the process against the airport’s own baseline. The right measures are those that explain whether decisions are becoming faster, clearer and more coordinated.
